December 16 - In the Payload Processing Facility, the satellite is tested, fueled and encapsulated in a payload fairing.

Then the payload team rolls the Payload Unit out from the Payload Processing Facility to the assembly hall on the Sea Launch Commander, where it is mated with the Zenit-3SL launch vehicle.
